More territories would be added to the holdings she governed, eventually including the Grand Duchy of Tuscany, with Florence as its capital. Napoleon made Elisa its Grand Duchess, but also added new strings to her ability to govern independently. She was obligated to enforce Napoleon's decisions without modification, and the period of being a popular sovereign making well-received reforms and investments in her lands came to a close.
